Why Cost Per Square Metre Isn’t the Full Price of a New Build

A cost-per-square-metre estimate can be a useful starting point, but it is not the full story. Discover the site, foundation, service, finish and PC sum costs that can affect a New Zealand new build.

When you first start researching the cost of building a new home in New Zealand, one of the first figures you are likely to hear is a cost per square metre.

It sounds simple: choose the size of the home, multiply it by the square-metre rate, and you have your building budget.

Unfortunately, it is rarely that straightforward.

A square-metre estimate can be a useful early guide, but it should never be treated as a complete or guaranteed build price. Two homes can have exactly the same floor area and still have very different final costs because of the land they are built on, the engineering required, the distance to services, the complexity of the design and the level of finish chosen.

Understanding what sits behind the figure will help you compare building proposals more accurately and avoid unexpected costs later.

What does a cost-per-square-metre figure actually include?

There is no one standard list of inclusions behind every square-metre rate you see advertised.

One figure may be based mainly on the construction of the house, while another may include a more complete range of site works, floor coverings, appliances and exterior items. The floor area used in the calculation may also include spaces such as the garage, even though a garage generally costs less to finish than a kitchen, bathroom or living area.

The shape of the home matters too. A compact rectangular home is usually more economical to build than a home of the same size with multiple corners, complex rooflines, large areas of glazing or extensive decks and covered outdoor spaces.

This is why a square-metre rate is most useful for early feasibility—not as a substitute for a detailed, site-specific estimate.

1. Site conditions

The section has a major influence on the overall cost of a new home.

A flat, easily accessible site in a fully serviced subdivision is very different from a sloping rural property or a site with soft ground, high groundwater, flood requirements or possible liquefaction risk.

Before a reliable build price can be developed, your builder and design team may need to consider:

  • The slope and shape of the building platform
  • Soil type and bearing capacity
  • Existing fill and whether it has been certified
  • Groundwater and drainage
  • Flood levels and natural hazards
  • Retaining requirements
  • Access for trucks, cranes and machinery
  • The space available for storing materials and working safely

In New Zealand, an appropriately scoped ground investigation can identify issues that affect the design of the foundations, earthworks, retaining and stormwater systems. MBIE’s Building Performance guidance notes that investing in suitable site investigations early can reduce the risk of costly redesigns, delays and unforeseen work later.

2. Engineering requirements

Not every home can be designed and built using standard solutions.

Depending on the site and design, input may be needed from geotechnical, structural and civil engineers. This can include specific design for:

  • Foundations and floor slabs
  • Retaining walls
  • Steep or unstable slopes
  • Large structural openings or beams
  • Wind and earthquake loads
  • Stormwater management
  • Ground improvement or engineered fill

Engineering costs are not limited to producing a report or drawing. The engineered solution may require additional materials, specialist construction methods, inspections, testing and producer statements.

These requirements cannot be accurately allowed for based on floor area alone.

3. Earthworks

Earthworks are one of the most site-dependent parts of a build.

They can include clearing the building area, stripping topsoil, cutting and filling, importing suitable material, removing unsuitable soil, compacting the building platform and managing sediment and stormwater during construction.

Costs can rise when:

  • Large volumes of soil need to be moved
  • Unsuitable material must be removed from site
  • Clean fill needs to be brought in
  • Rock or difficult ground is encountered
  • Machinery access is restricted
  • Retaining is required to create a stable platform
  • Extra testing or certification is needed

Haulage and disposal costs can also be significant, particularly when material must be transported some distance. None of this is reflected simply by measuring the floor area of the proposed home.

4. Foundations

The foundation supports the entire home, and the right solution depends on both the building design and the ground beneath it.

A house on suitable, level ground may be able to use a relatively straightforward foundation system. A property with soft soils, uncertified fill, a slope or specific natural-hazard requirements may need an engineered slab, deeper piles, ground improvement, additional reinforcing or a raised floor level.

For example, two identical 180-square-metre homes could have very different foundation costs if one is built on good ground and the other requires a specifically engineered solution.

This is one reason early geotechnical information is so valuable: it allows the design and price to respond to the actual site rather than relying on a broad assumption.

5. Service connections

A new home needs power, water, wastewater, stormwater and telecommunications, but the cost of providing them varies considerably between properties.

On a serviced urban section, connection points may already be available near the boundary. Even then, the distance from the boundary to the house, trenching requirements and network or council fees still need to be considered.

On a rural or lifestyle property, the project may require:

  • A longer power connection or upgraded supply
  • Water tanks, pumps or water treatment
  • A septic tank or on-site wastewater system
  • A site-specific stormwater solution
  • Longer trenches and pipe runs
  • A driveway, crossing or culvert to reach the building platform

Council development contributions or network connection charges may also apply. For example, Whakatāne District Council explains that a new home places additional demand on infrastructure such as water, stormwater, wastewater and solid-waste services. The charges and connection requirements will depend on the location and circumstances of the development.

These costs often sit outside the basic construction rate and should be clearly identified when you are setting your total project budget.

6. The level of finishes

“Standard finish” can mean very different things to different builders and homeowners.

The number of square metres does not tell you whether the home includes:

  • A modest kitchen or custom-designed joinery
  • Laminate or engineered-stone benchtops
  • Basic appliances or premium models
  • Standard windows or large feature glazing
  • Carpet and vinyl or timber and tiled floors
  • A simple bathroom or upgraded tapware, tiles and cabinetry
  • Standard cladding or a combination of premium exterior materials
  • Basic heating or a whole-home comfort and ventilation system

Kitchens, bathrooms, flooring, electrical selections, heating and exterior materials can all make a substantial difference to the final price without changing the floor area at all.

When comparing prices, ask for a written specification so you can see the brands, products, quantities and finish levels that have actually been allowed for.

7. Prime cost sums and provisional sums

Allowances in a building quote need careful attention.

A prime cost sum, often called a PC sum, is a fixed allowance for an item that has not yet been selected, such as a kitchen sink, tapware or an appliance. If your final selection costs more than the allowance, you pay the difference. New Zealand’s Building Performance guidance also notes that a prime cost sum does not include installation costs.

A provisional sum is an allowance for work where the full scope or price cannot yet be confirmed. This may apply to work such as earthworks when more information is still needed.

PC and provisional sums are not automatically a problem; sometimes they are necessary because selections have not been made or site information is incomplete. The important questions are whether each allowance is clearly identified and whether it is realistic for the home you are expecting.

A quote with very low allowances may look competitive at first, but the price can increase as soon as you make your actual selections or the true scope of work becomes known.

How to get a more meaningful estimate

Before relying on a building price, ask:

  1. What exactly is included and excluded?
  2. Has the builder visited and assessed the section?
  3. Is there enough geotechnical and engineering information to price the foundations?
  4. What earthworks and retaining have been allowed for?
  5. Are service connections, council charges and development contributions included?
  6. What products and finish levels are included in the specification?
  7. Which figures are fixed and which are PC or provisional sums?
  8. Are the allowances realistic for your plans and preferences?
  9. What items will you need to pay for outside the building contract?

The more decisions and investigations completed before the contract is signed, the more accurate and useful the price is likely to be.

Look beyond the headline figure

A cost-per-square-metre estimate is a starting point—not the full story.

The best way to understand what your new home is likely to cost is to combine a well-developed design with a proper site assessment, relevant engineering information, realistic product selections and a detailed breakdown of inclusions and allowances.
